Founder & Principal
Pamela brings 20 years of nonprofit, research, and leadership experience helping organizations grow, navigate change, and turn ambitious ideas into practical results. Her career spans nonprofit executive leadership, international program development, and consulting with small businesses and nonprofits. She has built teams across cultures and continents, launched new programs, and developed the management systems that help organizations deliver on their vision.
As Chief Operating Officer at Global Water Center, Pamela connected organizational strategy with operational planning, team responsibilities, and performance measures during a period of significant growth. Earlier leadership roles at Water4, Lifewater International, and Blood:Water Mission included establishing country offices, leading multinational teams, and strengthening programs serving communities across Africa and Asia. Her consulting work with businesses such as Semaine Health and Games Unlimited has helped founders and management teams clarify direction, strengthen accountability, and establish practices that build momentum and grow.
Pamela is drawn to the potential in people and organizations. She notices what is working, asks questions that uncover patterns and underlying challenges, and sees possibilities for making good work stronger. She launched Crane-Hoover Consulting out of the joy she finds in seeing organizations thrive—watching teams gain clarity, build momentum, and turn their potential into meaningful progress. She combines careful analysis with a practical understanding of what it takes to put ideas into use. Her focus is on building systems that equip teams to excel and give leaders space to work on their organization's future.
Relationships are central to her approach. Pamela takes time to understand her clients, what they are building, and what success means to them. She enjoys working alongside leaders through meaningful decisions and seeing their teams grow in confidence and capability.
Pamela holds a PhD and MS from the University of Notre Dame and a BS from Taylor University. She lives in Grover Beach, California, with her husband, Benjamin Hoover, a professor at Cal Poly, and their two sons. She loves spending time at the beach and the baseball fields where she supports her boys. Pamela also serves as president of the Grover Beach Elementary PTO, bringing her commitment to strong teams and practical systems into her local community.
